Each group should support itself financially (Tradition VII).
Groups are above Intergroup and support Intergroup financially, like a parent supports a child.
Intergroup is there to facilitate communication between groups.
It is there also to perform functions for the fellowship that groups cannot individually perform.
The flow is not in the other direction.
Intergroup cannot and should not give or lend money to a group.
If a group has paid money to Intergroup before, this does not generate an obligation.
Intergroup is not a savings bank, an insurance policy, or a social security agency.
If the group members do not want to give money to pay the rent, they must not appreciate its value.
If the rent is too high, a group can meet in someone's home.
The fact that groups that are failing must close for financial reasons cleans out bad groups.
To give financial support to groups that are failing would be to encourage failure.
