We can't control the laws of physics and other natural laws. We can cooperate with them, use them, channel them, etc., but we can't change them.
We have only limited power over other people. People are not completely powerless over others; otherwise, it would be impossible for Sally to affect, hurt, please, encourage, influence, convince, persuade, or perform countless other 'operations' on Bobby, say. It's incorrect to say that people are powerless over other people as a blanket statement. What is true is that our power is limited.
There is also the chaos factor. Let's not get into the physics, but sometimes we're super unlucky.
So it's always true to say that there are aspects of people's lives that are fundamentally unmanageable.
This has nothing to do with Step One, however.
The unmanageability in Step One is about f*$%ing things up because mechanisms inside us, over which we have no power, are calling the shots, generating reactions, and dictating behaviour. As a result, our lives are a gazillion times less effective, efficient, and harmonious than they might otherwise be.
However, we're not helpless, and power can be acquired and directed to not f*$% things up.
It is thus possible to live a perfectly manageable life in a chaotic world.
My conduct of my life can be orderly, even if the outcomes are not guaranteed.
