The book 'Alcoholics Anonymous' frequently uses the phrase 'cannot or will not', or variations thereof.
Either performance (of sobriety, of the programme) takes place or it does not.
This is down to the individual.
If they 'will not' (i.e. refuse to commit), no one can will commitment for them.
If they 'cannot' (i.e. lack the resources), no one can enable those resources for them.
Either way, it's between them, themselves, and their Higher Power.
