Implement, don't negotiate.

If something really needs to be done, it needs to be done. As soon as I'm explaining, I'm negotiating, and as soon as I'm negotiating, compliance depends on whether I win the argument.

In many cases, progress requires consensus, so explanation and negotiation are valid.

Sometimes, something simply must be done or done a particular way. When this is the case, it's OK to be firm and to bypass discussion.
