This means that being in the solution means being in Step Twelve (with Steps Ten and Eleven as the method), the first nine Steps having been completed.

If an individual is not completing the first nine Steps swiftly, the goal of practising Step Twelve as the urgently required solution for alcoholism is not being pursued.
The solution is required urgently for alcoholics: the state of untreated alcoholism is one in which the individual could drink at any time and, if they drink, might never stop.
Any dallying means that Step One is not understood or not believed or that the individual does not care whether they are consumed by alcoholism.
