How does one follow that instruction?
Not by conjuring sentiment or going around telling people you love them or God loves them or something.
It is not about expansive, effusive, lavish outpurings but this:
1. Withdraw all hostility by seeing through its basis. Before love can be considered, the salted earth needs to be cleansed.
2. View others with compassion.
3. Consider how one might be helpful to others. Not imposing or interfering or moulding or other intrusions but doing the very thing they both need and want.
When these three steps are undertaken, love is the result. Each of the above is not a straightforward matter. One cannot bypass this process with Hallmark sentiments and install love. It is the result of the process, not the subject matter of the process.
